In short: a Windows or Office key sold for less than Microsoft's price is not necessarily a scam: in Europe, reselling licences is legal. What should alert you is not the price but the method: a "lifetime" subscription, an activator to download, an installation file hosted somewhere other than Microsoft, or a seller with no invoice and no clear identity.
Why some keys are cheaper
Microsoft's list price applies to its Retail boxes and downloads. Alongside these there are OEM licences, intended to be installed on a PC, volume licences, and a resale market: in the European Union, the Court of Justice ruled in 2012 (UsedSoft judgment) that software sold for an unlimited period may be resold. The legal details are in our guide Buying a pre-owned Windows or Office licence in Europe.
The 7 warning signs
- "Lifetime" Microsoft 365 for a few euros: Microsoft 365 is a subscription and there is no lifetime version. It is usually a shared account that can be closed at any time.
- An "activator" or script to run instead of a key: this bypasses activation and often carries malware.
- An installation file to download from a third-party site: Windows and Office are downloaded from Microsoft's servers, nowhere else.
- No invoice, or an invoice with no company name or address.
- No legal notice, terms of sale or refund policy on the website.
- A vague licence type: the seller does not say whether it is an OEM, Retail or volume key, or how many PCs it covers.
- Payment only in cryptocurrency, by bank transfer abroad or with gift cards, with no way to dispute the charge.
What a reputable seller provides
- A 25-character key and the official Microsoft download link.
- The licence type (OEM, Retail, volume) and the number of PCs covered, stated before purchase.
- An invoice in the name of an identifiable company.
- A written policy for replacement or refund if the key does not activate.
- A reachable contact: email address and stated response time.
- Protected payments: bank card, Apple Pay or Google Pay.
Your key doesn't work: what should you do?
- Write down the error code shown in Settings > System > Activation and take a screenshot. Our guide Activate Windows 11 with a product key explains common errors.
- Contact the seller with your order number and the screenshot: a reputable seller will replace the key or refund you.
- If you get no reply, dispute the payment with your bank or payment provider, attaching your correspondence.
Frequently asked questions
Can a €10 Windows key be legal?
Yes. OEM licences and licence resale allow prices well below Microsoft's list price. Legality depends on where the licence comes from and how reputable the seller is, not on price alone.
Can Microsoft deactivate a key bought from a reseller?
A valid key, used in line with its licence type, stays activated. Blocked keys are usually keys sold several times or misappropriated, which is why a seller who guarantees replacement matters.
Should I be wary of phone activation?
Phone activation is an official Microsoft procedure. However, be wary of a seller who asks you to call a number they provide themselves, or to give them remote access to your PC.
Can a key already activated by another customer work?
Not for an OEM or Retail key already active elsewhere: activation will fail with an error such as 0xC004C008. A key sold as new must not have been used by anyone.
At LicenZone, every order includes the key, Microsoft's official download link and an invoice, with replacement or refund if the key does not activate. See our Windows licences and Office 2024.
